Ben Bernanke, currently a Distinguished Senior Fellow at the Brookings Institution, was the chairman of the Federal Reserve from 2006 to 2014. Timothy F. Geithner is currently President of Warburg Pincus and was the 75th Secretary of the Treasury for President Obama's first term. He is the author of Stress Test: Reflections on Financial Crises. Hank Paulson is the founder and chairman of the Paulson Institute, and served as the 74th Secretary of the Treasury under President Bush. He is the author of On the Brink and Dealing with China.

次贷危机后十年,三位当年金融漩涡里的舵手齐聚首、再回首,可世界已经发生了多么翻天覆地的变化!低利率、低增长、低通胀、高债务的所谓“新常态”,正极大地考验学界和政策界的认知和处置能力。 这三位在国内耳熟能详的作者,对于次贷危机处置的叙述很中肯,对当时干番大事(虽然事后才显得那么荡气回肠)的同仇敌忾很激赏,对下一轮危机引爆时当下的制度和政策储备很焦虑(到哪里再去找责任担当,到哪里再去找同仇敌忾?)。 这次还是一样(This time was not different),下次危机的种子仍在无可避免地孕育;这次究竟不同(This time was different),天时地利人和齐聚首殊难求。
这本书在微信读书上有,前面基本就是老生常谈+自我辩解,但是最后一个chapter值得花钱买英文kindle版,是写financial crisis和fed monetary policy/liquidity toolkit的绝佳材料。对美国未来持比较悲观的态度吧,QE这个东西就是个潘多拉魔盒,keynesian economic讲得好听,但是人性本身就会让deficit出现的likelihood大于surplus,从而根本没什么offload govt deficit和fed balance sheet的机会。Good luck to America
这本书内容不多,但是后面关于未来的探讨和一些图很有意思。 3位作者对于未来的担心集中在: (1)2008年金融危机之前,基准利率是5%+,而2019年只有2%+,传统货币工具的空间不足; (2)财政赤字在2008年也不用太担心,所以在金融危机发生后的减税效果很好。但是特朗普上台之后就大力减税,如果发生金融危机后仍然减税,一方面面临财政赤字上限的约束,另一方面也面临效果边际递减的局面; (3)2008年金融危机期间,两党的通力合作,而在特朗普上台之后,两党之间分歧严重。如果发生规模跟之前类似的金融危机,能不能让国会迅速赋予美联储和财政部足够的权力来拯救危机,是让人担忧的。 另外,从后面的图表可以看出,2008年的金融危机,其危害主要集中在金融市场,而对实体经济的影响的深度和时间并没有很大
